Steele is a retired Blacksmith, or at least appears to be. During the tutorial quest it is hinted at that he is the Legendary Ironsmith, who runs the Secret Smithy in the Lava Cave. It actually is him, as shown in the celebration of mastering the Blacksmith Life.
